Once branded as criminals, pirates now sit at the center of a global crisis: destroy them, or make amends with them. As black flags rise across the Atlantic, crowns can no longer rely on brute force—they must bargain with the very outlaws they once swore to demolish. In a world where every deal is fragile, every alliance temporary, and every decision could tip the balance between mercy and massacre, members of this committee must determine whether reconciliation is possible… or if the age of piracy will end in blood.

CRISIS DIRECTOR
Xiying Fan
Xiying Fan is a senior majoring in Molecular Biology & Biochemistry and Computer Science. She served as the Treasurer for RUAIR last year, as a Crisis Director at RISC II, and it is her fourth year competing on the collegiate MUN circuit. Outside of MUN, Xiying enjoys listening to music, going for walks, and playing with her pet bunny. She hopes that delegates will learn a lot from RISC III and take this opportunity to grow as negotiators and leaders!

SENIOR CHAIR
Simon Emmanuel
Simon Emmanuel is a senior majoring in Data Science and Economics. He has been competing in Model U.N. since high school, and it has been a core part of his academic and social life since. Simon serves as the Vice President of RUAIR’s executive board and was a Crisis Director at RISC II. When he’s not competing or chairing in Model U.N., he enjoys playing basketball and driving around with friends.
